About The Governing Board

The Norman Topping Student Aid Fund (NTSAF) is the only student initiated, student funded, primarily student administered scholarship in the nation. The Topping Fund is administered by a Governing Board composed of ten general student representatives, one each from USG and GSG, two current Topping Scholars, two USC alumni, one faculty member and representatives from the offices of Admission and Financial Aid. The Governing Board selects the scholars every year and oversee the long-term policies and procedures of the NTSAF.

Governing Board selection takes place in the fall of each academic year. The number of appointments is dependent upon the number of open representative seats. Terms of appointments range based on representative status. Board members attend the annual Fall Governing Board Retreat, usually held in late September or early October, and monthly Governing Board meetings throughout the year. Board members should ideally also be available during the summer months for scholarship application reading, interviewing and scholar selection.

Message From the Chair

Dear Topping Scholars and Friends,

For the past four decades, we have provided hundreds of students with the opportunity to not only access, but thrive at USC. Our impending 50th anniversary implores us to truly take a good look at the course we’ve charted to get here; our successes and limitations, our prides and challenges. As the Topping Family continues to grow in numbers, we must also safeguard the core values and tenets that make us one of the most unique retention programs in the nation.

Striking this balance will be the moral imperative of my tenure with the Topping Governing Board. I am both honored and excited to play this pivotal role in a time of change and growth, as we bring the program up-to-speed with the demands of the modern day.

But most of all, getting to know the stories of our scholars, and watching them excel both within USC and in our surrounding community, is what drives me on an everyday basis. The Governing Board faces unprecedented obstacles in our work this year, but the enduring tenacity of our scholars’ own journeys to USC always reminds us of why we serve.

As the Governing Board moves towards selecting the next cohort of scholars, I urge every potential applicant with a heart for community service to put themselves forward. Each and every one of our scholars exemplifies diversity, generosity of spirit and a will to achieve, no matter their socio-economic background.
